Criminal Justice Funding Sources

Byrne Formula Grant Program

Byrne federal funds are authorized under the Omnibus Crime Control and Safe Streets Act of 1968, as amended, Title 1, codified as amended at 42 U.S.C §3750.  The fund's purpose is to reduce and prevent illegal drug activity, crime, violence and to improve the functioning of the criminal justice system.

 

Criminal Justice Planning Fund (421)

The course of the 421 fund is a biennial appropriation by the Texas legislature from court costs and fees collected by the State.  Funds may be utilized for a wide range of projects designed to reduce crime and improve the criminal and juvenile justice systems.

 

Juvenile Justice and Delinquency Prevention Act Fund (JJDP)

The purpose of the JJDP Act formula grant program is to develop more effective education, training, research prevention, diversion, treatment and rehabilitation programs in the area of juvenile delinquency and to also improve programs in the juvenile justice system.

 
Title V Delinquency Prevention Fund

Texas receives an annual formula grant to implement the Title V program through the JJDP Act.  Funds are available to implement comprehensive community plans that are designed to reduce the risk factors that contribute to delinquent behavior

 
Victims of Crime Act Fund (VOCA)

The VOCA crime victim assistance program (Victims of Crime Act of 1984, as amended, 421 USC 1001 et. seq.) provides funds that operate projects with the primary mission of providing services directly to victims of crime.  These services include the following:

 
  1. Responding to the emotional and physical needs of crime victims

  2. Assisting victims in stabilizing their lives after being victim of a crime

  3. Assisting victims to understand and participate in the criminal justice system

  4. Provide victims with safety and security

 
Violence Against Women Act Fund (VAWA)

The VAWA program (Sections 2001 through 2006 of the Omnibus Crime Control and Safe Streets Act of 1968, as amended by Title IV of the Violent Crime Control and Law Enforcement Act of 1994) provides funds to operate projects with the primary purpose of reducing and preventing violence against women.  The STOP Violence Against Women Act program provides assistance in developing and implementing effective victim-centered law enforcement, prosecution, court strategies to address violent crimes against women and the development & enhancement of victim services in cases involving violent crimes against women.

 
Safe and Drug-Free Schools and Communities Act Fund (SDFSC)
The SDFSC Act (Public Law 103-382, title IV) establishes the program and provides an annual formula grant to Texas through the US Department of Education, to address the following services:
 
  1. Activities that complement and support local educational agency activities, including developing and implementing activities to prevent and reduce violence associated with prejudice and intolerance

  2. Dissemination of information about drug and violence prevention

  3. Development and implementation of community-wide drug and violence prevention planning & organizing

  4. Activities that foster a safe and drug-free environment that supports academic achievement

  5. Activities that prevent or reduce the use, possession and distribution of illegal drugs, violence and delinquency

  6. Activities that create a well disciplined environment conducive to learning

  7. Activities that promote the involvement of parents
